Global Dimension of Foreign Education Recognition

Goal: to give consideration to the legal fundamentals in the field of recognition of foreign education in the context of worldwide trends and challegnes in higher education. The authors introduce readers to the fundamental principles of the Global Convention on the Recognition of Higher Education qualifications—a global regulatory act aimed at improving academic and occupational mobility, expanding international cooperation in higher education, recognizing cross-border education and building trust to education systems in various regions. Special attention in this paper is given to Article VII hereof concerned with recognition of the incomplete education of refugees and displaced persons as well as their education certificates. Methodology: Research tasks were solved through a comprehensive, complete and objective analysis of norms, Russian, international and foreign legislation, law enforcement practice and analysis of academic works of leading scholars. Results: The authors conclude that the ratification of the Convention by the countries will contribute to increasing the degree of openness of education systems and reducing barriers to academic mobility all over the world, as well as improving information support, the process of the recognition and quality assurance of education. Moreover, it is pointed out that it may take a long time for a document of such magnitude to enter into force. © 2021, Springer Nature Switzerland AG.
