Methodology: Research tasks were solved through a comprehensive, complete and objective analysis of norms, Russian, international and foreign legislation, law enforcement practice and analysis of academic works of leading scholars. Results: The authors conclude that the ratification of the Convention by the countries will contribute to increasing the degree of openness of education systems and reducing barriers to academic mobility all over the world, as well as improving information support, the process of the recognition and quality assurance of education. Moreover, it is pointed out that it may take a long time for a document of such magnitude to enter into force. © 2021, Springer Nature Switzerland AG.
