Интересы КНР в вопросе реформирования ООН с 1990-х годов по настоящее время

В настоящее время положение КНР в ООН характеризуется следующим образом: во-первых, она Постоянный член СБ ООН, единственный среди постоянных членов представитель Азиатского континента, если не принимать во внимание евразийский геополитический статус России; во-вторых, КНР, безусловно, является великой державой, которая благодаря своему военно-политическому и экономическому потенциалу влияет на систему международных отношений; в-третьих, Китай - первоначальный член ООН, одна из стран-основательниц ООН, что закреплено ст. 3 Устава ООН. Все вышеуказанное позволяет Китаю занимать особенный де-факто статус в системе международных отношений, однако юридически это обстоятельство нигде не оформлено. Рассмотрены этапы деятельности КНР в работе ООН и ее участие в реформе организации. Китай, являясь развивающейся страной, в международных делах всегда выступает за справедливость. Благодаря этому Китай занимает особое место как в деятельности ООН, так и на международной арене. В настоящее время все мировое сообщество внимательно следит за тем, какую роль играет ООН в создании нового и справедливого международного порядка в политической и экономической сфере, в борьбе против гегемонии, а также по сохранению мира и стимулированию развития. Китай уделяет особое внимание контактам и сотрудничеству всех 5 стран, постоянных членов СБ ООН, чтобы способствовать мирному развитию во всем мире. На нынешнем этапе развития международных отношений Китай занял выжидательную позицию и сохраняет широкие возможности для маневрирования, действуя в духе наставлений Дэн Сяопина, а именно: извлекать выгоду из текущей ситуации. Развитие тенденций усиления мировой многополярности и глобализации создало благоприятнее условия для международного мира и развития. Вместе с тем продолжают действовать такие рецидивы биполярной системы, как менталитет холодной войны, гегемонизм и политика с позиции силы. В качестве их особо опасных проявлений китайские аналитики выделяют попытки расширения военных блоков, увеличения разрыва в доходах развитых и развивающихся стран, стремление вмешаться во внутренние дела, локальные конфликты.

China pays special attention to contacts and cooperation of all 5 countries, permanent members of the UN Security Council, to promote peaceful development throughout the world. At the present stage of development of international relations, China has taken a wait and see position and maintains wide opportunities for maneuvering, acting in the spirit of Deng Xiaoping's instructions, namely, to take advantage of the current situation. The development of trends to strengthen world multipolarity and globalization has created more favorable conditions for international peace and development. At the same time, such relapses of the bipolar system, such as the mentality of the Cold War, hegemonism and power politics, continue to operate. As their especially dangerous manifestations, Chinese analysts point out attempts to expand military blocs, widen the gap in incomes of developed and developing countries, the desire to intervene in internal affairs, local conflicts. Therefore, the active participation of the PRC in UN affairs has an important place as for a country in international relations.
