ЦЕНТРЫ ЭЛЕКТРОННОГО ДЕКЛАРИРОВАНИЯ ТОВАРОВ КАК ИНСТРУМЕНТ РАЗВИТИЯ И ЦИФРОВИЗАЦИИ ФЕДЕРАЛЬНОЙ ТАМОЖЕННОЙ СЛУЖБЫ РОССИЙСКОЙ ФЕДЕРАЦИИ

В статье дается описание центров электронного декларирования товаров как инструмент развития и цифровизации Федеральной таможенной службы Российской Федерации. Когда система таможенного администрирования начала переход в электронную форму и объемы электронных документов постепенно увеличивались, появилась необходимость в концентрации таможенного декларирования, то есть перевод таможенного декларирования в специально созданные для этого таможенные органы. Концентрация заключается в том, что подача ЭДТ будет осуществляться в ограниченное число таможенных органов, в основном в ЦЭД. Можно сказать, что ЦЭД определенно стал инновацией для системы таможенных органов и является важной составляющей, которая позволила ускорить и упростить совершение таможенных операций. Для целей исследования, на данном этапе работы необходимо рассмотреть, что из себя представляет ЦЭД и как он функционирует, его цель и задачи, определить роль в структуре таможенных органов и чем он отличается от рядового таможенного поста, а также отметить основные преимущества его создания.

CENTERS FOR ELECTRONIC DECLARATION OF GOODS AS A TOOL FOR THE DEVELOPMENT AND DIGITALIZATION OF THE FEDERAL CUSTOMS SERVICE OF THE RUSSIAN FEDERATION

The article describes the centers of electronic declaration of goods as a tool for the development and digitalization of the Federal Customs Service of the Russian Federation. When the system of customs administration began to transition to electronic form and the volume of electronic documents gradually increased, there was a need for concentration of customs declaration, that is, the transfer of customs declaration to customs authorities specially created for this purpose. The concentration lies in the fact that the supply of EDT will be carried out to a limited number of customs authorities, mainly in the CED. It can be said that the CED has definitely become an innovation for the system of customs authorities and is an important component that has made it possible to speed up and simplify customs operations. For the purposes of the study, at this stage of the work it is necessary to consider what the CED is and how it functions, its purpose and objectives, to determine the role in the structure of customs authorities and how it differs from an ordinary customs post, as well as to note the main advantages of its creation.
