State Support for the Development of Renewable Energy in Russia and the World

The subject of the study is relevant due to the limited traditional energy sources and the growing needs in energy resources of the annually increasing population. The research objective is to analyze the use and prospects for the development of renewable energy sources (RES) in the world, with an emphasis on the EU countries and Russia. The methodological tools of the research include mathematical methods for processing statistical data, generalization, and comparison. The authors discuss the progress achieved in the field of the production of renewable energy in the world. In addition, the tools and mechanisms for stimulating the production of renewable energy, which are proven to be effective in the EU, are concerned. The phased development of renewable energy in Russia is considered. The authors also analyze the creation of a legislative framework to support the development of renewable energy in Russia, focusing on the results of the implementation of the SC “Energy Efficiency and Energy Development” in terms of its Subprogram 6 “The Development of Renewable Energy Use” for 2017–2018. The main results of the implementation of the Renewable Energy Power Supply Contract, its main achievements, and shortcomings are analyzed. The possibility of applying foreign experience in the state support implementation of the renewable energy sources use is estimated. The authors provide conclusions and suggestions based on the results of the study.
