A method for the analysis and optimization of the matrix of professional competencies in fuel and energy complex (FEC)

Personnel management is one of the core business processes of a company. The efficiency of any production and the stability of its development in general depend on the professional competence of employees. In this regard, the issues of forming a portfolio of employees’ competencies are becoming particularly relevant. The article proposes a model of analysis and optimization of a competency matrix. The experimental approbation of the approach has been carried out using the example of fuel and energy complex (FEC) enterprises. The results obtained allow concluding that competency (knowledge) centers are formed due to the existence of relatively autonomous contours that combine related competencies with knowledge and practical skills. To make up a general description of the system of personnel competencies, it is necessary to take into account mutual links between all the basic competencies. The logic of optimization of the matrix of personnel competencies is focused on choosing knowledge centers with the maximum level of significance. © 2017, [International Journal of Ecological Economics & Statistics].
