ОЦЕНКА НАСЕЛЕНИЕМ ЭФФЕКТИВНОСТИ ДЕЯТЕЛЬНОСТИ ОРГАНОВ И ДОЛЖНОСТНЫХ ЛИЦ МЕСТНОГО САМОУПРАВЛЕНИЯ: ПРОБЛЕМЫ МЕТОДИКИ ПРОВЕДЕНИЯ

В статье рассмотрены используемые в настоящее время подводы к оценке деятельности органов и должностных лиц местного самоуправления, отмечены недостатки методики, связанные с несовершенством учета мнения населения посредством интернет-опросов, с недостаточным количеством параметров оценки, отсутствием валидности результатов опроса. Предлагается внесение изменений в методику и необходимость разработки единых методологических основ для проведения социологических опросов.

EVALUATION BY THE POPULATION OF THE EFFECTIVENESS OF THE ACTIVITIES OF BODIES AND OFFICIALS OF LOCAL SELF-GOVERNMENT: PROBLEMS OF THE METHODOLOGY

The article discusses the currently used supplies for evaluating the activities of bodies and officials of local self-government. There were noted the shortcomings of the method, connected with the imperfection of taking into account the opinion of the population through Internet surveys, with an insufficient number of evaluation parameters, the lack of validity of the survey results. It is proposed to make changes in the methodology and the need to develop common methodological bases for conducting sociological surveys.
