Результативность и эффективность муниципального контроля

Органы местного самоуправления, задействованные в проведении муниципального контроля, обязаны предоставлять отчет о выполнении своих контрольных функций. Понимание результативности и эффективности работы данных органов власти, равно как и работы всей системы контрольной деятельности, необходимо в целях эффективного использования управленческих ресурсов органов местного самоуправления и бюджета муниципалитета. Сформировавшаяся многофакторная концепция оценки результативности и производительности органов муниципального контроля сконцентрирована на результате достижения общественных интересов, важных для населения муниципального образования и в целом Российской Федерации. Характеристика результативности и производительности муниципального контроля устанавливается органом государственной власти, отвечающим за определенный вид контрольно-надзорной деятельности, что не исключает возможности появления дополнительных признаков, определяющих отраслевые характерные черты видов муниципального контроля, а также определенные контрольные мероприятия. Исходя из цели дальнейшего развития концепции определения результатов муниципального контроля необходимо внедрить на методологическом уровне оценочные характеристики результатов воздействия внутренних и внешних факторов. Кроме того, требуется определить и установить обоюдные связи некоторых переходных компонентов характеристик, в том числе установить пределы минимальных затрат для достижения максимального эффекта общественно значимых результатов муниципального контроля.

In general, proceeding from the purpose of further development of the concept of determining the results of municipal control, it is necessary to introduce at the methodological level evaluation characteristics of the results of the impact of internal and external factors. In addition, it is required to identify and establish reciprocal links of certain transitional components of characteristics, including setting the limits of minimum costs to achieve maximum effect of socially significant results of municipal control.
