LANGUAGE TRAINING FOR PUBLIC SERVICES SPHERE

The relevance of the topic proceeds from the recent development of the public sphere. Reforms in public services which are under way in many countries have put emphasis on language training and language skills of public servants. The need to master language suggests developing professional language and communication skills. Professional communication involves the use of various written and spoken genres, drafting documents, use of terminology etc. Some scholars relate effectiveness of public servants to mastering language skills, as language is the important tool of their profession. Professional language provides a lot of challenges in communication due to its complexity; problems could arise as well if language is misused. The requirements to professional language use have to be developed and followed in the sphere of public services. Russian and other countries' experience has been outlined. Increased mobility of people for economic and educational reasons and migration flows put forward the need for public servants to master foreign languages. The foreign language training and the specifics of specialized language from the educational and practical perspective are discussed. The article aims at revealing the challenges of language training, looking into both national and foreign language skills and their possible interrelations and impact on professional development. The language needs have to be defined, the scope of language, methods and approaches, teaching materials development have been discussed.
