Правовое регулирование сети интернет в России как отражение проводимой лидером государства политики

Статья посвящена проблеме правового регулирования российского сегмента сети Интернет. Обосновывается предположение, согласно которому правовые инициативы, предпринимаемые правительством в области регулирования сетевого пространства, напрямую зависят от политики, проводимой лидером государства на том или ином этапе. Дан краткий анализ истории становления и развития правового регулирования виртуального пространства с момента зарождения Рунета в 1990 г. до настоящего времени. Исследуемый период был разделен на четыре этапа. Основанием для этого послужили три президентских срока В.В. Путина и один - Д.А. Медведева. Обзор законодательных инициатив в историческом контексте, проведенный в рамках данной статьи, позволил сделать вывод о справедливости выдвинутого нами предположения.

LEGAL REGULATION OF THE INTERNET IN RUSSIA AS THE REFLECTION OF THE POLICY CARRIED OUT BY THE STATE LEADER

This article is devoted to the problem of legal regulation of the Russian segment of the Internet. An attempt to substantiate the assumption according to which the legal initiatives undertaken by the government in the field of the regulation of network space directly depend on the policy pursued by the leader of the state at this or that stage was made within this article. The history of the formation and development of legal regulation of the virtual space was briefly analyzed in the work from the inception of the Runet in 1990 up to the present time. The entire study period was divided into four stages in the course of the analysis. Four presidential terms - three periods of the domination ofPutin and one - of D.A. Medvedev formed the basis for this purpose. The review of legislative initiatives in the historical context carried out within this article allowed to draw a conclusion about the fairness of our assumption.
