Потребность населения в воде: принципы нормоформирования

Актуальность. С учетом растущего дефицита водных ресурсов в статье проанализированы нормы и расходы водопотребления в России и за рубежом. На примере г. Вологды исследованы структура и динамика изменения водопотребления, определены условия его снижения. Методы. При анализе данных о водопотреблении использован статистический метод, расчетно-аналитический метод применен при определении норм потребления воды. Возможное снижение водопотребления и определение размера потерь воды проведено методом экспертных оценок, а также экспериментальными методами исследования в эксплуатационных условиях. Результаты. Предложены направления сокращения водопотребления населением: использование водосберегающего оборудования, учет частоты использования сантехнического оборудования при формировании норм и тарифов, пересмотр необоснованных норм удельного водопотребления. Показаны традиционные и современные методы установления нормативов водопотребления (расчетный, аналоговый и экспертный), выполнена детализация структуры водопотребления. Проведено сравнение российских и зарубежных методик нормирования водопотребления.

Relevance. The article analyses the norms and actual volumes of water consumption in Russia and abroad with taking into account the growing scarcity of water resources. The structure and dynamics of water consumption changing have been studies with Vologda as a study case; conditions of water consumption reduction have been determined. Methods. We used the statistical method for analysis of the water consumption data and we used calculation/analytical method for determination of the water consumption norms. Possible water consumption reduction and determination of water losses have been determined with the expert estimation method, as well as with experimental methods in the conditions of exploitation. Results. We have proposed the following solutions to the problem: the use of water-saving equipment, taking into account the frequency of use of plumbing equipment in the formation of water consumption norms, and revision of unreasonable norms of specific water consumption. Traditional and modern methods of establishing water consumption standards (calculated, analog and expert) are shown, the structure of water consumption is detailed. The comparison of Russian and foreign methods of establishing water consumption standards is carried out.
