Competition of Sovereignty Models as a Basis for the Transition to a Post-Global World

Sovereignty issues are a complex set of problems of an interdisciplinary na-ture. The meaning of the term “sovereignty” has not changed but its content is con-stantly evolving. The Peace of Westphalia has been a recognized milestone in the understanding of sovereignty. However, at the turn of 2021‒2022 we witnessed another milestone in understanding of sovereignty. The triumph of re-sovereignty is obvious both to those who advocate the preservation of the former model of globalization and to those who see its natural collapse. The new approach to sovereignty means not only control over territory, but also over information, and this dimension of sovereignty is becoming particularly important. Sovereignty is a historically concrete phenomenon. The legal norms of the post-war era assumed that States were legally equal, and their political independence was not openly disputed. This approach is outdated. Today, the competition of sovereignties in the world of post-globalization is extremely complex and contradictory since not only economies compete, but also models of sovereignty. The central level of the “competition of sovereignties” is the sovereignty of space ver-sus the sovereignty of supraspace systems. National sovereignty can be implemented only if it is operationally secured. Formal national sovereignty, “default sovereignty”, defined in the discourse of classical international law, is unlikely to remain in the political practice of the post-global world, as well as international law perse. Sovereignty should be protected, using a wide range of political, managerial, social and power tools, otherwise it would be fundamentally impossible to provide any form of protection of society and the state. © 2022, Institute of Europe Russian Academy of Sciences.
