Integral Evaluation of the Effectiveness of the Implementation of Automated Technical Means of Controlling the Movement of Vehicles on the Road

This article discusses the model and methods of management decision support for the formation of a telematic automated control system of vehicle traffic control (TACS VTC) in the Arctic region. The authors propose to evaluate the effectiveness of technical control tools and systems at each stage of the development of local TACS VTC. As a result of the research, the life cycle model of the integral assessment of the effectiveness of functioning of the TAS VTC has been formed, the basic indicator of the effectiveness of TACS VTC has been established, the methodology of substantiation of technical requirements and assessment of characteristics of measuring instruments has been described, the algorithm of assessment of the effectiveness of application of automatic technical means of monitoring the movement of the vehicles and the algorithm of selection of automatic technical means on the roads has been developed. The presented methods and algorithms will provide decision-making support for the selection of suitable technical equipment for the construction of the local TACS VTC, to provide a basis for optimizing the functional efficiency of existing systems. © 2022 IEEE.
