Защита прав несовершеннолетних граждан является одной из основных задач, которая возлагается на государство. Для реализации указанной задачи в Российской Федерации функционирует институт Уполномоченного по правам ребенка при Президенте Российской Федерации, который посредством реализации предоставленных ему полномочий реализует защиту детей. Деятельность уполномоченного по правам ребенка не ограничивается территорией Российской Федерации и также распространяется на международный уровень.
