Цифровое сотрудничество Киргизии в Центрально-азиатском регионе: "нет" бедности?

В статье дан анализ сотрудничества в цифровой сфере между Киргизской Республикой и государствами Центральной Азии. Актуальность темы заключается в том, что цифровизация остается важной задачей для Киргизии, а уровень ее остается недостаточным. Целью данной статьи является проанализировать как уровень цифровизации в Киргизии, в том числе - в сравнении с другими государствами Центральной Азии, так и особенности цифрового сотрудничества страны с другими государствами Центральной Азии, перед которыми стоят в целом те же задачи в данной сфере, что и перед Киргизией, в различных форматах. Кроме того, автором обобщен опыт стран Центральной Азии в формировании основ цифровизации. Для достижения поставленной в статье цели применялись методы структурного и сравнительного статистического анализа, визуализации, институциональный метод. Мы полагаем, что цифровое сотрудничество смогло бы обеспечить синергический эффект и качественно усилить цифровые возможности и достижения стран Центральной Азии, а также содействовать повышению социально-экономического развития и снижению уровня бедности за счет кумулятивного эффекта роста. Автором обоснован вывод о высокой значимости совместных усилий внедрения цифровизации в странах Центральной Азии.

The article analyzes cooperation in the digital sphere between the Kyrgyz Republic and the states of Central Asia. The relevance of the topic lies in the fact that digitalization remains an important task for Kyrgyzstan, and its level remains insufficient. The purpose of this article is to analyze both the level of digitalization in Kyrgyzstan, including in comparison with other Central Asian states, and the features of the country's digital cooperation with other Central Asian states, which face generally the same tasks in this area as Kyrgyzstan, in various formats. In addition, the author summarizes the experience of Central Asian countries in the formation of the foundations of digitalization. To achieve the goal set in the article, the methods of structural and comparative statistical analysis, visualization, and the institutional method were used. We believe that digital cooperation could provide a synergistic effect and qualitatively enhance the digital capabilities and achievements of Central Asian countries, as well as contribute to improving socio-economic development and reducing poverty through the cumulative effect of growth. The author substantiates the conclusion about the high importance of joint efforts to introduce digitalization in the countries of Central Asia.
