ЭВОЛЮЦИЯ МЕСТНОЙ ВЛАСТИ В РОССИИ (1990-2021 гг.)

В статье предпринята попытка доказать, что деятельность Советов народных депутатов более эффективна по сравнению с деятельностью муниципалитетов. Возврат к власти Советов можно наблюдать в федеральной территории «Сириус», где Совет «Сириуса» гармонично встроен в единую вертикаль публичной власти в Российской Федерации, выполняя функции органа государства и органа местного самоуправления.

EVOLUTION OF LOCAL GOVERNMENT IN RUSSIA (1990-2021)

The article attempts to prove the more e ective activity of the Councils of People's Deputies in comparison with municipalities. The return to power of the Soviets can be observed in the federal territory of Sirius, where the Council of Sirius is harmoniously integrated into a single vertical of public power in the Russian Federation, performing the functions of a state body and a local government body.
