СОДРУЖЕСТВО НЕЗАВИСИМЫХ ГОСУДАРСТВ: НОВЫЕ АКТУАЛЬНОСТИ [4]

В исследовании интеграционных процессов Содружества Независимых Государств (СНГ) есть потребность проанализировать экстернальные и интернальные (внешние и внутренние) свойства субъектов Содружества нести ответственность за события внутри и во вне СНГ. Возникает новая реальность для новых значений актуальности. Актуально после почти 30-ти летнего существования СНГ проанализировать способности лидеров и правительств стран СНГ, бюрократии Содружества, научно-экспертного сообщества оценить и понять разницу между тем, как описывается и понимается интеграционный процесс в СНГ. И тем, что он собой представляет в действительности. Предпосылкой к такому исследовательскому замыслу является все же допущение, по которому современные процессы чудовищно противоречивы. Но также и то, что СНГ, встроенное в современный мир, просуществовав, не смотря на комплекс угроз изнутри и извне, уже около 30 лет, являясь его частью, кажется, готово сказать о себе примерно так: «я жить хочу! Хочу печали. Любви и счастию назло». Что СНГ хочет жить - аксиома, но будет ли жить, и как, это - открытый сущностный вопрос. Если мы верно определяем условия, в которых развиваются интеграционные процессы СНГ, будет оправданным в статье разумно соединить почти несоединимое, и понять, что будет, если, исходить из того, что, с одной стороны, есть движение интеграционной политики и интеграционных процессов не только по меркам интересов одной из стран или группы стран СНГ, но и по меркам стратегических интересов Содружества. С другой - насколько это возможно и целесообразно, чтобы страны СНГ поняли Россию такой, какой она есть сегодня, каковы ее стратегические интересы, отказались интерпретировать их как притязания России на неподобающую для нее доминирующую роль. Признали на деле, что Россия не препятствует странам СНГ интеграцию с другими блоками и группами стран. И Россия именно сегодня может предложить позитивную мировую и региональную повестку интеграции, стабильности и безопасности в регионе. России хватает жесткой и мягкой силы, теперь нужно иметь умение и тактику комбинировать то и другое. Содружество дает возможность на этой основе упорядочить каждой из стран свое представление о России. И определить свои с ней отношения ради своего будущего и будущего СНГ.

In the study of the integration processes of the Commonwealth of Independent States (CIS), there is a need to analyze the external and internal (external and internal) properties of the subjects of the Commonwealth to be responsible for events inside and outside the CIS. A new reality is emerging for new relevance values. After almost 30 years of existence of the CIS, it is important to analyze the ability of the leaders and governments of the CIS countries, the Commonwealth bureaucracy, and the scientific and expert community to assess and understand the difference between how the integration process in the CIS is described and understood. And what it really is. The prerequisite for such a research plan is still the assumption that modern processes are monstrously contradictory, combining opposites. But also, the fact that the CIS, built into the modern world, having existed, despite the complex threats from inside and outside, for about 30 years, being a part of it, seems to be ready to say about itself something like this: «I want to live! I want sadness. Love and happiness out of spite». That the CIS wants to live is an axiom, but whether it will live, and how, is an open essential question. If we correctly define the conditions under which the integration processes of the CIS are developing, it will be reasonable to combine the almost incoherent in the article, and understand what will happen if, on the one hand, there is a movement of integration policy and integration processes not only by the standards of the interests of one of the countries or a group of CIS countries, but also by the standards of the strategic interests of the Commonwealth. On the other hand, as far as it is possible and appropriate for the CIS countries to understand Russia as it is today, what its strategic interests are, and to refuse to interpret them as Russia's claims to an inappropriate dominant role for it. They recognized in practice that Russia does not prevent the CIS countries from cooperating with other blocs and groups of countries. And Russia today can offer a positive global and regional agenda for integration, stability and security in the region. Russia has enough hard and soft power, now you need to have the ability and tactics to combine both. CIS makes it possible for each country to organize its own view of Russia on this basis. And determine your relationship with her for the sake of your future and the future of the CIS.
