Application of Modern Technologies in Cyberspace and the International States Responsibility

With the development of technologies and their accessibility, the means of committing internationally wrongful acts are radically changing, including in cyberspace. The biggest problem associated with its use is the anonymity of persons acting in cyberspace, as well as the possibility of hiding identification data, which makes it challenging to identify the offender. The implementation of the responsibility of states committing internationally wrongful acts, encroaching on the sovereignty of foreign countries and the interests of their legal and physical persons, is one of the critical aspects of ensuring stability among members of the international community. It is necessary to establish a standard of proof to avoid the erroneous appropriation of responsibility to the state, and, as a result, unjustified, and often, depending on the gravity of the wrongful act, severe consequences. © Springer Nature Switzerland AG 2020.
