Актуальные вопросы формирования инновационной среды российских университетов

В программных документах, касающихся инновационной модернизации страны, продекларированы грядущие перемены в облике вузовской науки. Стратегия ее развития позиционирует высшую школу России как совокупность исследовательских и образовательных учреждений. В ситуации, когда центральным звеном интеграции образования, науки и производства призваны стать университеты, важно обеспечить их эффективное взаимодействие с внешней средой на базе реализации совместных научных проектов и образовательных программ, повышения мобильности научно-педагогических кадров. По мнению авторов, университеты, не получившие категорию НИУ, должны стать полноправными участниками этих процессов. Вместе с тем сами вузы ведут конкурентную борьбу и за перспективных исследователей, и за инвестиции в инфраструктуру научных исследований. Особое внимание в статье уделено теме сотрудничества университетов с зарубежными коллегами. Выдвинуты рекомендации и предложения по повышению результативности этого вида деятельности.

Actual issues of Russian universities’ innovative environment formation

The changes in the layout of the academic science have been proclaimed in the program documentation of innovative modernization of our country. The strategy of the academic science ranges the higher school as a complex of research and educational institutions. In the situation, where the universities are considered to become the central element of the education, science and production integration, it is important to assure their effective cooperation with the external environment based on the realization of common science projects and educational programs, and increase the mobility of academic personnel. The authors presume that the universities not having a -NRU‖ (National Research University) status should become the members of this process. The universities compete for the promising researchers as well as for the investment into the infrastructure of research and development; within this framework the cooperation of the universities with the foreign colleagues is in focus. Some recommendations and suggestions of greater efficiency of this process are set forward.
