О подозреваемом в стадии возбуждения уголовного дела

Обосновывается предложение внести в УПК РФ дополнение при наличии к тому оснований выносить в стадии возбуждения уголовного дела уведомление о признании лица подозреваемым, разъяснять ему его права подозреваемого. Уведомление предлагается выносить при явке лица с повинной; при указании в заявлении о совершении преступления определенным лицом; при принятии решения о возбуждении уголовного дела в отношении конкретного лица. Но автор против задержания подозреваемого в стадии возбуждения уголовного дела.
