REGULATORY AND INSTITUTIONAL FRAMEWORKS OF INFORMAYION AND COMMUNICATIONS TECHNOLOGY OF THE EAST AFRICAN COMMUNITY MEMBER STATES

This article reflects on a comparative approach of how some of the East African Community member states regulate the law of Information and Communications Technology. This is due to the fact that neither a single legal document on the regulation mechanisms in this sphere exists in the regional capacity, that is, the East African Community and is neither provided for in the Treaty for the establishment of the East African Community. The article reveals the difference in approach of regulatory measures that are in place within the individual member states and hence defines a problem of the harmonization of national laws of member states into incorporating the same into a regional legal act.
