The poverty rate regulation in Russia

The research is devoted to the poverty assessment in Russia in the context of the country's ongoing economic crisis which started in 2008. With plunging oil prices, the profit outlook for the oil-dependent countries as Russia has become bleak. Therefore, public expenditures have fallen and the poor are becoming more vulnerable. The strain on social welfare programs has increased now. The study aims to answer the question: how dangerous is the problem of poverty for the future of the Russian economy since it affects the quality of human capital. The methodology of research is based on the analysis and the evaluation of official statistical data and surveys. The article briefly analyzes the causes of poverty in Russia in the context of the historical stages of its development and highlights the new stages. In addition, the ratio between minimum subsistence level and minimum wage and average real wages of the population is estimated, the ways to solve the problem are considered. © 2019 International Business Information Management Association (IBIMA).
