Role of Rayleigh function in construction of motion equations by given properties

In this paper a problem of accounting the method of constraint stabilization in the construction of motion equations by given properties is considered. Helmholtz conditions are applied to reduce the obtained system to the Lagrange form. But it turns out that we cannot apply the method of constraint stabilization properly. So we need to include extra terms, such as Rayleigh fucntion, to achieve an appropriate result.
