Сравнительный аспект межстранового изучения опыта организации качества медицинской помощи

Актуальность. Клинико-организационные и методические подходы к качеству медицинской помощи представляют научно-практический интерес для разных стран. В межстрановом сравнении подходов оценки качества медицинской помощи, качество медицинской помощи рассматривается как средство снижения или предупреждения рисков для здоровья пациентов при обращении в медицинские организации [1-3]. Цель: представить опыт проведённых исследований качества медицинской помощи в России (Тюменский регион) и Алжире (Центральный регион), показать разнообразие таких подходов к качеству медицинской помощи. Это разнообразие определено уровнями организации и управления здравоохранения, подготовкой медицинского персонала, санитарной грамотностью населения, материально-техническим оснащением медицинских учреждений. Результаты. Выполненные научно-исследовательские работы в Тюменской области показывают высокий уровень развития этих критериев, что составляет практический опыт для Алжирской республики в создании региональной технологии управления качеством медицинской помощи. Принцип этажности оценок качества медицинской помощи в региональном уровневом подходе опыта Тюменской области, закладывается в систему чрезвычайного разнообразия в состоянии медицинской помощи географических территорий Алжира: развитое здравоохранение Северного региона Алжира, и крайне низкий уровень развития здравоохранения Юга-пустынной зоны Сахары. Методы и материалы. Для реализации поставленных задач были изучены в Тюменском регионе и Алжирской республике методические документы по совершенствованию организации качества медицинской помощи, проведены оценки критериев и показателей, осуществлена их адаптация к условиям регионов Алжирской республики. Выполнены статистические оценки данных здравоохранения, социологические исследования мнений врачей о качестве медицинской помощи двух стран, проведена статистическая обработка и анализ данных.

Comparative aspect cross-national study of the experience of the organization quality of care

Relevance: Clinical, organizational and methodological approaches to the quality of medical care are of scientific and practical interest for different countries. In the cross-country comparison of approaches to assessing the quality of medical care, the quality of medical care is considered as a means of reducing or preventing risks to the health of patients when applying to medical organizations [1-3]. Purpose: to Present the experience of the conducted research on the quality of medical care in Russia (Tyumen region) and Algeria (Central region), to show the diversity of such approaches to the quality of medical care. This diversity is determined by the levels of organization and management of health care, training of medical personnel, sanitary literacy of the population, material and technical equipment of medical institutions. the Results: the research work performed in the Tyumen region show a high level of development of these criteria, which is a practical experience for the Algerian Republic in the creation of regional technology of quality management of medical care [4-6]. The principle of the number of storeys of quality assessments of medical care in the regional level approach of the Tyumen region experience is laid in the system of extreme diversity in the state of medical care in the geographical territories of Algeria: developed health care in the Northern region of Algeria, and the extremely low level of health development in the South-desert zone of the Sahara. Methods and materials. To achieve these goals, methodological documents on improving the quality of medical care were studied in the Tyumen region and the Republic of Algeria, criteria and indicators were evaluated, and their adaptation to the conditions of the regions of the Republic of Algeria was carried out. Statistical assessments of health data, sociological studies of doctors ‘ opinions on the quality of medical care in the two countries, statistical processing and analysis of data were carried out.
