Последствия объединения субъектов Российской Федерации: анализ общественного мнения

В статье анализируются последствия административной реформы 2003-2008 гг., направленной на объединение регионов РФ путем включения автономных округов в состав других субъ- ектов РФ. Данные социологического опроса жителей этих регионов показали, что значительная часть населения в экс-центрах упраздненных субъектов РФ осталась недовольна реформой. Причиной это- го послужили нечетко обозначенные цели объединения и утрата территориями автономных округов статуса субъектов РФ, дававшего им не только политический и экономический вес, но и символический капитал. В то же время, население административных центров новых, объединенных субъектов РФ в целом позитивно оценивает реформу, полагая, что основная цель - социально-экономическое раз- витие территорий - была достигнута. Таким образом, итоги исследования общественного мнения показали, что консолидация территорий, вошедших в состав новых субъектов РФ, не завершена.

Consequences of Russian federal subjects amalgamation: analysis of public opinion

The article analyses the consequences of the administrative reform of 2003-2008, aimed at unit- ing the regions of the Russian Federation by including autonomous districts in the composition of other sub- jects of the Russian Federation. Data from a sociological survey of residents of these regions showed that a significant part of the population in the ex-centers of the abolished subjects of the Russian Federation remained dissatisfied with the reform. The reason for this was the ill-defined goals of the amalgamation and the loss of the of federal subjects status formerly providingnot only political and economic weight, but also symbolic capital. At the same time, the population of the administrative centers of the new, united subjects of the Russian Fed- eration generally, assesses the reform positively, believing that the main goal (socio-economic development) has been achieved. Thus, the results of public opinion studies have shown that the integration of the territories involved in consolidation has not been finally completed yet.
