A theoretical model of the stable operation of an inhibiting layer on a metal in a corrosive electrolyte is given. The model takes into account the energetic heterogeneity of the surface, which causes fluctuations in the concentration of ionic electrolyte components. The role of fluctuations in the structure of the layer, in which metal ions are involved, is determined. The structure is shown to be dynamic and characterized by certain porosity. © 2011 Pleiades Publishing, Ltd.
