ИЗ ИСТОРИИ СССР. НЕСОСТОЯВШИЕСЯ ГОСУДАРСТВЕННО-ПРАВОВЫЕ РЕФОРМЫ (1989-1991 ГГ.)

В статье на основе личных воспоминаний и материалов своей научной монографии «Национальная политика России. От унитаризма к федерализму» [3. С. 31-41] автором делается попытка проанализировать исторические аспекты политических решений по проблемам национального вопроса в СССР (1989-1991 гг.). Накануне тридцати трехлетия со дня распада Союза ССР актуализируются материалы монографии, подготовленные автором в 1991-1992 гг. и даются новые дополнения к оценкам, принимаемых политических решений руководителями государства тех лет. В период проведения Россией на территории Украины СВО эти оценки и материалы имеют научную и практическую значимость.

In this article, based on personal recollections and materials from his scientific monograph "National Policy of Russia. From Unitarism to Federalism" [3. Pp. 31-41], the author attempts to analyze the historical aspects of political decisions on the problems of the national question in the USSR (1989-1991). On the eve of the thirty-third anniversary of the collapse of the USSR, the materials of the monograph prepared by the author in 1991-1992 are updated and new additions are given to the assessments of the political decisions made by the state leaders of those years. During the period of the SVO conducted by Russia on the territory of Ukraine, these assessments and materials have scientific and practical significance
