A system of principles defining emergency response is proposed. The boundary conditions of emergency response are formulated. The consequences arising from the proposed principles are worked out. The significance of the emergency response principles is substantiated. A system of priorities for the implementation of the strategy of risk reduction and mitigation of the emergency consequences, arising from these principles, is proposed.
