В статье анализируется международно-правовой статус особой категории индивидов - неграждане. Обосновывается тезис о наличии у государств обязательств по защите прав неграждан.

The problem of definition of categorial concepts and its negative impact on the protection of rights of non-citizens

The paper analyzes the international legal status of a particular category of individuals - noncitizens. Authors substantiates the thesis of the presence of the states' responsibility to protect the rights of non-citizen.
