В статье рассматривается история развития многосторонних механизмов признания квалификаций. На протяжении 50-летнего периода происходили определенные изменения как самой концепции признания, так и механизмов его практического осуществления. Приводится обзор эволюции международных соглашений (конвенций), разрабатывавшихся двумя авторитетными международными организациями - ЮНЕСКО и Советом Европы. Выполнен сопоставительный анализ предпосылок, назначения и содержательных принципов Лиссабонской конвенции 1997 года и разрабатываемой в настоящее время Глобальной конвенции о признании квалификаций высшего образования.
The presented paper considers the history of the development of multilateral mechanisms for the recognition of qualifications. Over a 50-year period certain changes have taken place in the conception of the recognition of qualifications, as well as in the mechanisms for its practical implementation. The evolution of international agreements (conventions) developed by two authoritative international organizations - UNESCO and the Council of Europe is reviewed. These organizations have been engaged in regulating problems of recognition at the international level for many decades. The article provides comparative analysis of the prerequisites, designation and substantive principles of the Lisbon Convention of 1997 and the Global Convention on the Recognition of Higher Education Qualifications which is being currently developed.
