"Теневые доклады" неправительственных организаций в свете деятельности Комитета ООН по правам ребенка

Авторы раскрывают участие НПО при рассмотрении национальных докладов государств в договорных органах по правам человека в системе ООН на примере Комитета по правам ребёнка; показывают, как условия и процедура участия НПО, представленные ими «теневые доклады» влияют на выработку заключительных замечаний в отношении государств (на примере России). В статье дан анализ докладов НПО в связи с объединённым IV и V докладом России, сделаны выводы и даны рекомендации о перспективах привлечения НПО к работе с договорными органами по правам человека.

“Shadow reports” of non-governmental organizations in the light of the UN Committee on the rights of the child

The article considers the issue of non-governmental organizations' participation in the consideration of national reports of States in the UN human rights treaty bodies on the example of the Committee on the Rights of the Child. It reflects such aspects as the conditions and procedure for the participation of non-governmental organizations, the significance of the "shadow reports" for the formulation of the Committee concluding observations on the example of the Russian Federation. In addition, the article contains an analysis of NGO reports submitted to the Committee on the Rights of the Child in connection with the combined fourth and fifth report of the Russian Federation and proposes conclusions and recommendations on the future prospects of the cooperation of NGOs with the UN human rights treaty bodies.
