Some problems of definition of "Political Communication" and "Political Information"

The problem of political leadership is discussed from both historical and methodological positions. Analytical approaches towards this problem are mentioned. Power institution functioning is given through the axis of history and politics. The key idea of the article emphasizes Russian political leadership as a dominating one. This is the basic factor of political life and Russian political process.
