В настоящее время в научной, экономической, политической литературе, средствах массовой информации часто используются понятия «цифровая экономика» и «цифровизация», но единой трактовки и понимания содержания данных понятий нет. В статье проводится анализ теоретических подходов к определению понятий «цифровая экономика» и «цифровизация» различными авторами и международными экономическими организациями, приведена авторская трактовка данных понятий. Также в статье выделены положительные и отрицательные стороны цифровизации и показано, что цифровизация представляет собой одну из основных тенденций современного мирового развития, а достижение положительных эффектов, на наш взгляд, обеспечивается исключительно активной позицией государства в данном вопросе. Именно поэтому особо важное значение приобретает государственное регулирование цифровизации и разработка стратегий для достижения одной из главных целей цифровой экономики - возможности увеличения общественных благ за счет использования информационных технологий и обеспечение долгосрочной устойчивости.
Currently, the concepts of «digital economy» and «digitalization» are often used in scientific, economic, political literature, mass media, but there is no unified interpretation and understanding of the content of these concepts. The article analyzes theoretical approaches to the definition of the concepts of «digital economy» and «digitalization» by various authors and international economic organizations, the author’s interpretation of these concepts is given. The article also highlights the positive and negative sides of digitalization and shows that digitalization is one of the main trends of modern world development, and the achievement of positive effects, in our opinion, is ensured by the exceptionally active position of the state in this matter. That is why state regulation of digitalization and the development of strategies for achieving one of the main goals of the digital economy - the possibility of increasing public goods through the use of information technology and ensuring long-term sustainability - are of particular importance.
