ЭВОЛЮЦИЯ КОНСТИТУЦИОННО-ПРАВОВОГО СТАТУСА НЕМЦЕВ В СССР И РОССИЙСКОЙ ФЕДЕРАЦИИ В ХХ ВЕКЕ

Цель статьи заключается в раскрытии эволюции конституционно-правового статуса немцев СССР и Российской Федерации с августа 1941 года и до конца ХХ века. Показана необоснованность Указа Президиума Верховного Совета СССР от 28 августа 1941 года «О переселении немцев, проживающих в районах Поволжья», по которому была ликвидирована Автономная Социалистическая Советская Республика Немцев Поволжья, не восстановленная даже после издания Закона РСФСР 1991 г. «О реабилитации репрессированных народов».

THE EVOLUTION OF THE CONSTITUTIONAL LEGAL STATUS OF GERMANS IN THE USSR AND THE RUSSIAN FEDERATION IN THE TWENTIETH CENTURY

The purpose of the article is to disclose the evolution of the constitutional and legal status of the Germans of the USSR and the Russian Federation from August 1941 until the end of the twentieth century. The validity is shown of the Decree of the Presidium of the Supreme Soviet of the USSR of August 28, 1941 “On the resettlement of Germans living in the Volga region”, according to which the Autonomous Socialist Soviet Republic of the Volga Germans was liquidated, which was not restored even after the publication of the 1991 Law of the RSFSR “On the rehabilitation of repressed peoples”.
