«Стратегия вовлечения» или тактика «навязанного консенсуса» во внешней политике США в XXI в. на примере стран постсоветского пространства и Восточной Европы

В статье исследуется внешняя политика и дипломатия президентов США в период c 1993 по 2021 г. на постсоветском пространстве и в странах Восточной Европы, некогда входивших в сферу влияния СССР. Анализируются методы, приемы и стратегии американской внешней политики, используемые для вовлечения в свою орбиту влияния бывших советских республик, а также бывших членов Варшавского блока. Особое внимание уделяется применению Соединенными Штатами стратегии вовлечения как одного из аспектов американской «мягкой силы» в XXI в. Сделан вывод о том, что с момента распада СССР США вовлекли в свою орбиту влияния все страны Варшавского блока, а также Украину, Грузию, Молдову, страны Балтийской ассамблеи и продолжают активную политику вовлечения в других странах Кавказа и Центральной Азии.

“Engagement strategy” or tactics of “imposed consensus” in US foreign policy in the 21st century on the example of the countries of the post-Soviet space and Eastern Europe

The article examines the foreign policy and diplomacy of the US Presidents in the period from 1993 to 2021 in the post-Soviet space and in the countries of Eastern Europe, which were once part of the sphere of influence of the USSR. The methods, techniques and strategies of American foreign policy used to draw the influence of the former Soviet republics, as well as former members of the Warsaw Bloc into its orbit, are analysed. Particular attention is paid to the use by the United States of the strategy of engagement as one of the aspects of American “soft power” in the 21st century. It is concluded that since the collapse of the USSR, the United States has drawn into its orbit of influence all the countries of the Warsaw Bloc, as well as Ukraine, Georgia, Moldova, the countries of the Baltic Assembly, and continues an active policy of engagement in other countries of the Caucasus and Central Asia.
