ОБОСНОВАНИЕ ЭКОНОМИЧЕСКОЙ ЭФФЕКТИВНОСТИ ЗАБЛАГОВРЕМЕННОГО ИЗВЛЕЧЕНИЯ МЕТАНА ИЗ УГОЛЬНЫХ ПЛАСТОВ

В статье рассматриваются особенности разработки метаноугольных месторождений и вопросы определения экономической эффективности. На основе анализа мирового и отечественного опыта метаноугольной добычи приводятся тенденции и возможные перспективы добычи метана в России. Как один из наиболее эффективных способов метаноугольной добычи предлагается заблаговременная дегазация. Для проведения объективного исследования в статье были использованы как общенаучные, так и специальные методы экономических исследований (экономический анализ и синтез); данные Министерства энергетики РФ, Института энергетических исследований РАН, отчетность нефтегазовых компаний, оценки и прогнозы экспертов угледобывающей отрасли. В результате проведенного анализа авторы пришли к мнению, что, преодолев существующие в отрасли проблемы, развитие метаноугольной добычи не только позволит обеспечить потребности регионов в газе, повысить безопасность труда шахтеров, защиту окружающей среды, но и даст существенный социально-экономический эффект на национальном уровне.

The article considers the features of methanecoal deposits development and the issues of determining economic efficiency. Based on the analysis of the world and domestic experience of methane coal mining, trends and possible prospects for methane production in Russia are presented. As one of the most effective methods of methane coal mining, advance gas-freeing is proposed. To conduct an objective study, the article used both general scientific and special methods of economic research (economic analysis and synthesis); data from the Ministry of Energy of the Russian Federation, the Institute of Energy Research of the Russian Academy of Sciences, reporting of oil and gas companies, estimates and forecasts of experts in the coal mining industry. As a result of the analysis, the authors come to the opinion that, having overcome the existing problems in the industry, the development of methane coal mining will not only ensure the needs of the regions for gas, improve the safety of miners, protect the environment, but also give a significant socio-economic effect at the national level.
