ON LEGAL UNDERSTANDING OF THE POVERTY PHENOMENON

Introduction: the article is devoted to research into the contents of the scientific discussion about correlation of the social state and poverty, as well as the constitutional right to be protected from poverty. Purpose: to research different approaches to defining the notion of poverty and its compliance with the social state concept. Methods: the methodological framework of the research is based on a set of methods of scientific cognition, the principal of which are the methods of systematicity, analysis and synthesis. Results: it is discovered that scientific literature gives neither a universal and accurate definition of the poverty notion nor reasons for this. Conclusions: the author defines the principal disputable questions concerning the notions of poverty and beggary, aspects and principles of the social state, the correlation between poverty and welfare.
