ЕСТЬ ЛИ У ПРАВИТЕЛЬСТВА РЕСУРСЫ СПРАВИТЬСЯ С ПРОТЕСТНЫМ ДВИЖЕНИЕМ?

В центре анализа в форме рецензии на статью представлена динамика традиционных и новых технологий регулирования деструктивных протестных акций. В процессе интерпретации ключевых идей статьи показано, что в этом исследовании ее авторам удалось понятие «законные ограничения» дополнить и дешифровать с помощью и на основе другой терминологической и понятийной базы, а именно, применено понятие - «технологии регулирования протестной деятельности». Представлен анализ того, насколько и по каким параметрам такой прием оказался продуктивным, и почему традиционные и инновационные технологии регулирования протестным движением остаются не завершенными и не окончательными даже по отношению к существующей протестной практике. И их потенциал не может быть достаточным и абсолютным регулятором.

In the center of the analysis, in the form of a review of the article, the authors present the dynamics of traditional and new technologies for regulating destructive protest actions. In the process of interpreting the key ideas of the article, the review demonstrates that in their study the authors of the article managed to supplement and decipher the concept of “legal restrictions” with the help and onthe basis of another terminological and conceptual framework, namely, apply the concept of “technologies for regulating protest activity.” The article presents an analysis of how and by what parameters such a technique was productive, and why traditional and innovative technologies of regulating the protest movement remain incomplete and not final even in relation to the existing protest practice. Moreover, their potential cannot be a sufficient and absolute regulator.
