The development of the modern society focuses on the reformation of all social institutes. The higher education, which is like the “locomotive of the modernization” in the modern world order, plays a great role in that process. The scientific facilities of the high school should provide not only the high quality of the training of specialists, but also the reformation of the other social institutes with the help of the university graduates, who are actively involved in the innovation process.
