The Role of Pharmaceutical Industry Development in the Implementation of the National Security Strategy of the Russian Federation

With the onset of the new century, a shift in emphasis from maintaining military power to the need to regulate areas that have become new non-military threats to state security has gradually occurred. Demographic shifts, economic crises, epidemiological transitions, and the disproportionate access to medical care pose serious challenges to healthcare systems in leading world powers, especially in terms of drug provision. The development of pharmaceutical production is an important component of the socio-economic well-being and defense capabilities of the state, ensuring the economic and physical accessibility of medicines. The authors reviewed the state policy in the field of pharmaceutical industry development. They also analyzed the measures aimed at creating innovative potential in the field of developing new drugs and ensuring localization of the production of foreign drugs in the country. The article analyzes the effectiveness of individual measures that create incentives and preferences for the domestic pharmaceutical industry in the context of ensuring the implementation of the national security strategy of the state. © 2021, Springer Nature Switzerland AG.
