The priority task of reforming the system ofhigher education of post-Soviet countries is integrationinto the world educational space by bringing themanagement of Kazakhstan's system of higher educationin accordance with generally recognized internationalnorms and standards. This led to significant changes inorganizational and structural plans. Updating the contentof education and improving the quality of training inaccordance with the current socio-economic and politicalconditions of the Republic and the progressive experienceof highly developed countries. Over the past decade, thesystem of higher education in Kazakhstan and Russia hasundergone significant structural transformations:universities have received a greater degree of autonomyin the management of their activities, greater freedom indetermining educational policy, changed the direction ofspecialization of universities, created a competitiveenvironment. However, the increasing requirements ofsociety to quality higher education, the deepening ofimbalances between the supply of educational servicesand the needs of the labour market, an inefficient use ofsociety's resources directed to the system of highereducation arising out of lack of mechanisms ofcoordination of the purposes and performance of highereducation institutions with the needs of the state andsociety, radical renewal of educational technologies,changes in the organizational and economic mechanismsof management of educational institutions, increasedcompetition in the market of educational services, createthe need to search for new strategic approaches in themanagement of higher education. Currently, there is anobjective need to form a model of public administration ofhigher education. The article presents the results ofsociological research, on the basis of which the analysis ofthe management of the system of higher education in theregion is carried out and measures for its improvementare developed. The authors conclude that the highereducation system today is the area of interaction interestsof the state and society in the face of their institutions andcitizens, which involves the mandatory participation ofsubjects of educational relations in management and theability to influence the functioning and development ofhigher education system and also responsible for creatingthe conditions necessary for the performance of highereducation system of their social and educationalfunctions. In this regard, there is a need to redefine therole and functions of the state in providing activities ofeducational institutions, involving the solution ofeducational problems of various social institutions andredefine the role of educational institutions and thestudents themselves in the process of education.
