ГОСУДАРСТВЕННАЯ ПОЛИТИКА ИМПОРТОЗАМЕЩЕНИЯ, МОДЕРНИЗАЦИЯ ПРОИЗВОДСТВА И ИННОВАЦИОННОЕ РАЗВИТИЕ

В современных условиях развития мировой экономики в обеспечение укрепления национальной, в том числе экономической, безопасности страны сталкиваются с необходимостью наращивания национальной конкурентоспособности и, в ряде случаев, реализации политики импортозамещения. Государственная политика импортозамещения в Российской Федерации реализуется с 2014 г. в ответ, с одной стороны, на введение санкций со стороны зарубежных партнеров, с другой стороны, на растущую зависимость страны от импортных поставок в области продовольствия, высокотехнологичной промышленности и т.д. Актуальность тематики настоящей работы обусловила постановку ее цели, которая заключается в изучении взаимосвязи государственной политики импортозамещения с конкурентоспособностью. В статье приведен обзор российских и зарубежных теоретических научных исследований в области изучения вопросов импортозамещения, его взаимосвязи с экономическим ростом, конкурентоспособностью, модернизацией производства и инновационным развитием. Сделан вывод о том, что реализация политики импортозамещения в Российской Федерации может создать условия для модернизации экономики и радикальных технологических преобразований в том случае, если будет реализована политика не просто импортозамещения, но импортоопережения.

STATE IMPORT SUBSTITUTION POLICY, PRODUCTION MODERNISATION AND INNOVATIVE DEVELOPMENT

In modern conditions of the world economy development countries are faced with the necessity to increase national competitiveness and, in some cases, to implement import substitution policies in order to ensure national, including economic, security. The state policy of import substitution in the Russian Federation has been implemented since 2014 in response to, on the one hand, the sanctions by foreign partners, and on the other hand, the growing dependence of the Russian Federation on imports in the field of food, high-tech industry, etc. The goal of the article is stipulated by the relevance of the subject of the research. The goal is to study the relationship of the state policy of import substitution with competitiveness. The article provides an overview of Russian and foreign theoretical research in the field of import substitution, its relationship with economic growth, competitiveness, modernization of production and innovative development. It is concluded that the implementation of the import substitution policy in the Russian Federation can create conditions for the modernization of the economy and radical technological transformations if the policy is not just for substitution of definite kinds of products but for substitution of the goods which will be competitive on the world market.
