The development of education in the modern world requires both public and private spending. The constructed scenarios for admission to the education system of budget funds have shown that in order to solve the development tasks facing it, it is necessary at least to increase its financing by 1% of GDP. If this does not happen, pre-school and general (school) education, as well as additional education of children, will go into "survival mode" - their need for budgetary funds will be met at the minimum necessary level. In the system of secondary vocational education, there is a high risk of worsening the already rather complicated situation. As for the higher education system, even an increase in budget expenditures on education by 1% of GDP does not allow this area to completely overcome underfunding and effectively ensure an increase in the competitiveness of Russian universities in the global education market. At the same time, the elimination of the shortage of budgetary funds in the system of higher education leads to underfunding of the youth policy, as well as to the lack of budget funds for vocational training, retraining and advanced training of education workers.
