Механизмы реализации внешней политики Союзного государства России и Белорусии

В статье речь пойдет о функционировании основных внешнеполитических алгоритмов, реализуемых в рамках единой внешней политики Союзного государства России и Беларуси. Одним из основных и наиболее успешных направлений деятельности Союзного государства является проведение согласованной внешней политики Беларуси и России. Беларусь - надежный внешнеполитический союзник России. В свою очередь Россия неизменно поддерживает на всех уровнях и во всех международных организациях и последовательно защищает независимую внутри- и внешнеполитическую позицию Беларуси. Основополагающим документом, определяющим механизм взаимодействия внешнеполитических ведомств Беларуси и России, является Программа согласованных действий в области внешней политики государств - участников Договора о создании Союзного государства. Программа представляет собой документ концептуального характера, который обеспечивает выработку согласованных подходов Белоруссии и России к наиболее важным проблемам международных отношений и координацию усилий наших стран во внешней политике, что Договором о создании Союзного государства определяется в качестве одной из приоритетных задач союзного строительства. Говоря о региональной проблематике, стоит отметить, что также активно развивается взаимодействие внешнеполитических ведомств по разработке механизмов сотрудничества на пространстве СНГ. Обеспечивается тесная координация усилий Беларуси и России в рамках ОДКБ, формирования Таможенного союза и Единого экономического пространства Беларуси, Казахстана и России. Основные методы, применяемые автором при подготовке исследования: аналитический метод, метод политанализа и метод анализа юридической казуистики.

Mechanisms for implementing the foreign policy of the Union State of Russia and Belarus

The article is focused on the functioning of the main foreign policy algorithms implemented within the framework of a joint foreign policy of the Union State of Russia and Belarus. One of the main and most successful areas of activity of the Union State is the implementation of a coordinated foreign policy of Belarus and Russia. The Republic of Belarus is a reliable foreign policy ally of the Russian Federation. In turn, the Russian Federation invariably supports at all levels and in all international organizations and consistently defends the independent domestic and foreign policy position of the Republic of Belarus. The fundamental document defining the mechanism of interaction between the foreign ministries of Belarus and Russia is the Program for concerted action in the field of foreign policy of the states that are parties to the Treaty on the Creation of the Union State. The program is a conceptual document that provides for the development of coordinated approaches of the Republic of Belarus and the Russian Federation to the most important problems of international relations and coordination of our countries' efforts in foreign policy, which is defined in the Treaty on the creation of the Union State in as one of the priority tasks of the Union building. Speaking about regional issues, it is worth noting that the interaction of foreign ministries is also actively developing mechanisms for cooperation in the CIS. Close coordination of the efforts of Belarus and Russia within the framework of the CSTO, the formation of the Customs Union and the Common Economic Space of Belarus, Kazakhstan and Russia is ensured. The main methods used by the author during the preparation of the study: the analytical method, the method of political analysis and the method of analysis of legal casuistry.
