Участие КНР в создании новых финансовых институтов в рамках БРИКС

В последние годы механизм сотрудничества БРИКС постоянно укрепляется. После глобального финансового кризиса 2008 - 2009 гг. БРИКС сыграл важную роль в стабилизации мировой экономики, а сейчас сотрудничество между странами вышло за рамки экономики, налажено также сотрудничество в других сферах, например, в политической, в научно-образовательной и в экологической сфере. В БРИКС создана хорошая база двусторонних обменов, как молодежных, студенческих, так и система культурных обменов. Сотрудничество в сфере культуры проходит по линии МИД и Минкультуры стран-участниц объединения БРИКС. Как многосторонняя платформа, объединение БРИКС имеет стратегически важное значение для Китая. Как развивающаяся мировая держава с большой экономической мощью, Китай заинтересован в усилении своего экономического потенциала и поддержании темпов роста экономического развития. А это во многом зависит от того, какую роль Китай играет в мировом экономическом порядке, в какой степени он может выступать в качестве «дизайнера» механизма международного экономического сотрудничества. Кроме того, как вторая экономика по размеру ВВП в мире, у Китая еще нет соответственного политического влияния. Китай намерен выйти из такого положения и сыграть более значимую роль на международной арене, а объединение стран БРИКС предлагает такую возможность. Многосторонняя дипломатия Китая на платформе БРИКС также предлагает Китаю новые идеи о том, как выступать на других платформах многосторонней дипломатии, таких, как ООН, «G-20», МВФ, ВТО и т.д. В последние несколько лет крупнейшие развивающиеся страны, в первую очередь Китай и Россия, прилагают существенные усилия по формированию ряда новых международных финансовых институтов, ориентированных на деятельность в интересах развивающихся стран и их объединений - как региональных, так и глобальных. Например, 16 июля на очередном саммите БРИКС было подписано соглашение о создании Банка развития БРИКС и пула резервных валют. Попробуем проанализировать причины таких инициатив и их влияние на облик новой мировой финансовой системы.

BRICS has created a good base of bilateral exchanges, both youth and student, and a system of cultural exchanges. Cooperation in the field of culture takes place through the Ministry of Foreign Affairs and the Ministry of Culture of the BRICS member countries. As a multilateral platform, the BRICS association is of strategic importance for China. As a developing world power with great economic power, China is interested in enhancing its economic potential and maintaining economic growth rates. And this largely depends on the role that China plays in the world economic order, to what extent it can act as a “designer” of the mechanism of international economic cooperation. In addition, as the second economy in terms of GDP in the world, China still does not have a corresponding political influence. China intends to get out of this situation and play a more significant role in the in-ternational arena, and the union of the BRICS countries offers this opportunity. China’s multilateral diplomacy on the BRICS platform also offers China new ideas on how to speak on other multilateral diplomacy platforms, such as the UN, the G-20, the IMF, the WTO, etc. In the past few years, the largest developing countries, primarily China and Russia, have made substantial efforts to form a number of new international financial institutions focused on activities in the interests of developing countries and their associations, both regional and global. For example, on July 16, at the next BRICS summit, an agreement was signed on the establishment of the BRICS Development Bank and a pool of reserve currencies.
