РАЗРАБОТКА СИСТЕМЫ ИНДИКАТОРОВ ЭФФЕКТИВНОСТИ РЕАЛИЗАЦИИ РЕГИОНАЛЬНЫХ И МУНИЦИПАЛЬНЫХ ПРОГРАММ ПОДДЕРЖКИ МАЛОГО И СРЕДНЕГО ПРЕДПРИНИМАТЕЛЬСТВА РФ

Статья посвящена проблеме разработки системы индикаторов эффективности реализации государственных программ поддержки малого и среднего предпринимательства на региональном 93 и муниципальном уровне. В условиях реализации Федерального закона № 172 («О стратегическом планировании») возникает необходимость согласования документов целеполагания, планирования, прогнозирования и программирования всех уровней власти. В связи с этим мероприятия по реализации государственных программ как федерального, так и регионального и муниципального уровней не должны противоречить друг другу. В рамках разработки всех документов стратегического планирования одним из наиболее актуальных вопросов является совершенствование механизмов и инструментов оценки эффективности реализации мероприятий. Все индикаторы, используемые в оценке государственных программ, должны быть измеряемы, собираемы, отражать характер влияния конкретного мероприятия на достижение поставленных задач, а с другой стороны, должны быть соизмеримы с индикаторами других уровней: показатели федерального уровня должны быть интегральными, но иметь возможность дезинтегрироваться в индикаторы оценки регионального и муниципального уровней.

DEVELOPMENT OF A SYSTEM OF INDICATORS OF THE EFFECTIVENESS OF THE IMPLEMENTATION OF REGIONAL AND MUNICIPAL PROGRAMS TO SUPPORT SMALL AND MEDIUM-SIZED BUSINESSES IN THE RUSSIAN FEDERATION

The article is devoted to the problem of developing a system of indicators of the effectiveness of the implementation of government programs to support small and medium-sized businesses at the regional and municipal levels. In the context of the implementation of the Federal Law No. 172 ("On Strategic Planning"), there is a need to coordinate documents on goal setting, planning, forecasting and programming of all levels of government. In this regard, the implementation of state programs at both the federal and regional and municipal levels should not contradict each other. As part of the development of all strategic planning documents, one of the most pressing issues is the improvement of mechanisms and tools for assessing the effectiveness of the implementation of measures. All indicators used in the evaluation of state programs should be measurable, collected, reflect the nature of the impact of a particular activity on the achievement of the objectives, and on the other hand should be commensurate with indicators of other levels: federal indicators should be integral, but be able to disintegrate into assessment indicators regional and municipal levels.
