Перспективы развития экспертизы в таможенных целях

Новый вектор развития таможенной службы России был задан майским Указом Президента РФ и сформулирован на Международном таможенном форуме в октябре 2018 г. Федеральная таможенная служба РФ должна разработать Стратегию развития таможенной службы России до 2030 г. Исходя из основополагающего тренда, направленного на цифровую трансформацию деятельности таможенных органов, которая предусматривает электронное взаимодействие таможенных органов и заинтересованных лиц, в частности, уполномоченных экономических операторов и перевозчиков, а также развития технологий распределенного реестра, называемых блокчейном, можно сделать вывод, что инновационные цифровые платформы станут основным элементом такой трансформации. Экспертно-криминалистическая служба Федеральной таможенной службы РФ также будет подключена к этой платформе, что заставит пересмотреть многие нормативные правовые акты и нормативно-технические документы, регулирующие и регламентирующие деятельность должностных лиц Центрального экспертно-криминалистического таможенного управления ФТС РФ, выступающих в юридической роли таможенных экспертов, судебных экспертов или специалистов. Такая трансформация будет определяться в стратегическом документе для ЦЭКТУ на период до 2030 г. В статье приведен результат предикативного анализа возможного развития экспертно-криминалистической службы ФТС РФ.

The forensic service of the Federal customs service of the Russian Federation will also be connected to this platform, which will force to revise many normative legal acts and normative-technical documents regulating and regulating the activities of officials of the Central forensic customs administration of the Federal customs service of the Russian Federation, acting in the legal role of customs experts, forensic experts or specialists. This transformation will be determined in the strategic document for the CEC for the period up to 2030. The article presents the result of a predicative analysis of the possible development of the forensic service of the FCS of the Russian Federation.
