Взаимосвязь инновационного развития и конкурентоспособности РФ в контексте концепций "четырехзвенной спирали" и "умной специализации"

В статье рассмотрены аспекты взаимосвязи инновационного развития и конкурентоспособности РФ в контексте концепций «четырехзвенной спирали» и «умной специализации». Рассмотрены понятия «инновация» и «инновационное развитие» с точки зрения теорий Й. Шумпетера, П.Ф. Дрюкера, Кристенсена. Определены основные подходы к теории развития инноваций, приведена классификаций типов и видов инноваций. Определено место инноваций в стратегии развития РФ. Проведен анализ статистических данных динамики ВВП России и других стран, выявлено существенное отставание по итогам последних лет. Проведен анализ динамики показателей инновационной деятельности, характеризующий аналогичную тенденцию. Выявлена взаимосвязь рейтингов глобальной конкурентоспособности и рейтинга инновационных экономик за счет использования похожих, аналогичных показателей. Выявлена взаимосвязь инновационного развития и конкурентоспособности на основе взаимного влияния показателей, используемых для анализа. Обоснована роль образования и науки в инновационном развитии страны. Предложена расширенная концепция четырехзвенной спирали развития, предполагающая тесное сотрудничество и формирование интеграционных взаимосвязей между государством, бизнесом, наукой и обществом. Концепция развивает теорию «тройной спирали» и позволяет достигать высокой эффективности инноваций, снижать процент их отторжения рынком и экономить ресурсы за счет включения в инновационный процесс гражданского общества. Охарактеризованы основные элементы четырехзвенной спирали и обоснована важность их взаимодействия в рамках единой системы. Обоснована необходимость использования этой теории при формировании «умной» специализации, позволяющей достичь уникальности инновационного тренда для каждого региона, оставаясь частью единой системы и единой стратегии развития страны.

Interrelation of innovative development and competitiveness of the Russian Federation in the context of concepts of ”a four-unit spiral” and ”clever specialization”

In article aspects of interrelation of innovative development and competitiveness of the Russian Federation in the context of concepts of "a four-unit spiral" and "clever specialization" are considered. The concepts "innovation" and "innovative development" in terms of J. Schumpeter, P.F. Dryuker, Christensen's theories are considered. The main approaches to the theory of development of innovations are defined, it is given classifications of types and types of innovations. The place of innovations in the strategy of development for the Russian Federation is defined. The analysis of statistical data GDP loudspeakers of Russia and other countries is carried out, significant lag following the results of the last years is revealed. The analysis of dynamics of indicators of innovative activity characterizing a similar trend is carried out. The interrelation of ratings of global competitiveness and the rating of innovative economies due to use of similar, similar indicators is revealed. The interrelation of innovative development and competitiveness on the basis of mutual influence of the indicators used for the analysis is revealed. The role of science and education in innovative development of the country is proved. The expanded concept of the four-unit spiral of development allowing to reach high efficiency of innovations, to reduce percent of their rejection by the market and to save resources due to inclusion in innovative process of civil society is offered. Basic elements of a four-unit spiral are characterized and importance of their interaction within a uniform system is proved. Need of use of this theory when forming the "clever" specialization allowing to reach uniqueness of an innovative trend for each region is proved, remaining a part of a uniform system and the uniform strategy of development for the country.
