MASTERY OF THE ARCTIC BY RUSSIA: NEED AND POSSIBILITY OF INTERNATIONAL COLLABORATION

In the article potential possibilities and real successes of Russia in the mastery of the Arctic, first of all in the energy direction, are examined. Structural components of the article are the role of Russia in the mastery of the Arctic; the basic directions of international collaboration, in which Russia is interested under the conditions of geopolitical instability in the XXI century. In the light of numerous economic and political risks the author stimulates attention in the eastern foreshortening of the Arctic policy of Russia. The article proves the prospect of the Arctic as the region, which is of interest not only for scientific studies, but also for solving the wider spectrum of tasks. The Arctic cannot be considered as the raw appendage of other regions. It appears not only a “storeroom of the planet”, but also a guarantee of ecological stability of the Earth. The interest of Russia in the Arctic is strategic. It was formed historically and connected with the economic needs of the country, which has extensive output to the Arctic Ocean. Under the conditions of economic sanctions the mastery of the Arctic has fundamental value for Russia, whose economy can “adhere” not only by Siberia. On its natural resources and economic potential the Arctic completely can argue with Siberia. The purpose of this article is the examination of potential possibilities and real successes in the mastery of the Arctic by Russia; the role and the basic directions of international collaboration, and also difficulties and risks, which Russia encounters in the advance of its interests in the Arctic. In the article the complex analysis of possibilities and prospects for international collaboration in the Arctic region is given.
