Information technologies in the coming millennium become a basis of development of economy and management. Activity of the enterprises of various branches is comparable to functioning of modern system of the State. The federal ministries and departments create the information systems independently from each other, being guided by own requirements. Conditions for development of information technology and informatization are created, but the Russian Federation shouldn't go in the information plan on the way of the West, in turn it is necessary to carry out structurally work at the State level under the concrete enterprise and the government body located in this or that territorial subject of the Russian Federation, considering regional, economic, national and specific and other features.
